San Leandro East 14th Street Development Strategy

The primary intent of the East 14 th Street Development Strategy is to revitalize the southern portion of the East 14th Street corridor by attracting desirable land uses, providing streetscape improvements and ensuring high-quality urban design along a Caltrans corridor (State Route 185) that carries over 20,000 vehicles per day. Key transportation planning techniques included:

  • Reduced lane widths to calm traffic and allow for wider sidewalks
  • Installation of controlled crosswalks to reduce gaps between pedestrian crossing locations
  • Multi-modal improvements and enhanced urban design amenities that still accommodate anticipated traffic increases resulting from increased development on the corridor.
  • Assessment of parking policies within the study corridor
  • Potential lane reductions to accommodate a proposed bus rapid transit (BRT) line

Conclusion: These strategies contribute to the overall goal of enabling the street to gradually transform from an auto-oriented commercial strip corridor to a vibrant mixed use area with a balance of commercial and residential uses. The East 14th Street Development Strategy project earned an award for Outstanding Comprehensive Planning from the Northern California Section of the American Planning Association.
