A new evaluation of user benefits helps a commuter rail project reach its New Starts goals

This project utilized traditional approaches to NEPA environmental work, but also made use of the FTA's SUMMIT software throughout the concurrent New Starts process. SUMMIT was used to calculate travel benefits for the traveling public throughout the region with the implementation of a new Commuter Rail System. Thematic mapping pictorially reveals the "winners and losers."

Quantification of transportation benefits during the environmental and New Starts processes helped move the project towards its fall 2005 groundbreaking ceremony.
